Opportunity to Improve ADR Programs Available in IRS Appeals

The Government Accountability Office is reviewing the alternative dispute resolution programs currently available in IRS Appeals (i.e., Fast Track Settlement, Post Appeals Mediation, Early Referral, Rapid Appeals Process) and has asked TEI to assist in the process. To this end, TEI is assembling a group of members with experience in these programs to meet with GAO representatives and share their experiences and views. Points for discussion include:
 

  • Experiences that led to satisfaction or dissatisfaction with ADR processes;
  • Views of why taxpayers might not be taking greater advantage of these programs as alternatives to traditional appeals or litigation;
  • Potential improvements that could lead to reductions in case resolution times, other important desired results, and generally result in greater satisfaction with ADR programs leading to more effective use of them;
  • ADR leading practices in tax administration agencies in other countries or in state revenue departments, including any that led to reductions in case resolution times, greater participant satisfaction, or other desired results.

 
Input will be collected verbally during calls and/or in-person meetings with representatives of the GAO. All input will be attributed to TEI, not particular members or their employers. This is a great opportunity to serve where the rewards of helping to improve the current tax administration system will vastly outweigh the time commitment of doing so.
