Eli J. Dicker is Executive Director of the Tax Executives Institute, the pre-eminent association of in-house tax professionals worldwide comprised of 7,000 members from 3,000 of the largest companies in North America, Europe and Asia. He leads a team of twenty professionals. He previously served as the Institute’s Chief Tax Counsel. Prior to joining TEI, Eli led the Tax Accounting and Reporting function at Capital One Financial Corporation, overseeing federal and state tax accounting, reporting and compliance.
Eli’s prior experience includes service as a tax principal with KPMG LLP and as an attorney-adviser and trial attorney in the Office of the Associate Chief Counsel (International) and Miami District Counsel office of the Internal Revenue Service.
Eli is an Adjunct Professor of Law at Georgetown University Law Center, where he teaches a Cross-Border Tax Controversy Workshop.
Eli holds BA, magna cum laude, and MA degrees (political science) from Queens College, City University of New York, a JD from Northeastern University School of Law and an LL.M. (Taxation) from New York University School of Law.

Responsible for the day-to-day administrative operations at TEI headquarters, including management of office, personnel, budget, and accounting functions.The Administration team also manages the TEI gift collection, office supplies and materials, and provides administrative support as needed.
Debbie Giesey has worked for TEI since October 1984. She oversees day-to-day administrative operations at TEI headquarters, including personnel, budget and accounting. She is from Ligonier, which is a small town in southwestern Pennsylvania approximately 50 miles southeast of Pittsburgh.
Director of Administration
Joseph Brooks has worked for TEI since 1999. He manages most of the office's supply orders, copying jobs, bank lockbox processing, faxes and mail processes. He also answers general emails and phone calls. In his free time, he enjoys dining at local restaurants, dancing and bowling.
General Office Assistant
Theresa Ford joined TEI in 2013 as a Central Transaction Processor. She works with the accounting department to ensure accuracy, efficiency and timeliness of financial batches and invoices and handles all payments for the organizations.
Theresa has worked in the accounting field for the past 14 years. She previously worked for a nonprofit organization in Washington, D.C., as an Accounting Assistant for 6 years. While there, she handled all of the accounts receivable tasks for the organization.
Theresa has a bachelor’s degree in Business Management and a master's degree in Human Resource Management from University of Maryland University College.
Central Transaction Processor
Margaret R. Stanback joined the Tax Executives Institute in 2012 as an Administrative Assistant to the Executive Director, Office Administrator and the Legal Staff where she provides administrative support in the day-to-day operations of TEI’s national office. Margaret came to TEI with an extensive knowledge of office administration and legal technical support for the private and public sectors.
Prior to joining TEI, Margaret served as secretary to the Chief of the Anti-Money Laundering Section of the Federal Deposit Insurance Corporation (FDIC) in Washington, D.C. Prior to FDIC, Margaret spent 25 years in large law firms including Baker & McKenzie, Kirkland & Ellis, Morgan Lewis & Bockius, Reed Smith, and Howrey LLP as a legal secretary supporting attorneys and foreign associates in trademark prosecution, taxation, litigation, and environmental law practices. She also served as recruiting assistant in human resources in the recruitment and employment process for new attorneys and paralegals in the Washington, D.C., office of Baker & McKenzie. During her earlier career, Margaret spent 8 years of service as an office manager supporting corporate officers for a national dispute settlement corporation in personnel management, office administration and event planning of dispute settlement training seminars throughout the U.S.
Margaret holds an undergraduate degree in Business Management with honors from the University of the District of Columbia. Margaret is a native Washingtonian. She is also active in the Washington, D.C., historical Brookland/Catholic University community, where she currently resides.
Joy D. Wolfe has been with TEI for 6 years and is the bookkeeper and assistant to the Director of Administration. An avid golfer and mentor to junior golfers, her family and roots come from the “Show Me” state. She enjoys golf, biking and flying kites when she’s not crunching some numbers.
Responsible for planning and coordinating conferences, courses, seminars, and governance meetings, including planning and on-site management. The conference planning staff also has responsibility for securing continuing professional education (CPE) credit for TEI programs and managing the Institute’s event/program sponsorship initiative.
Deborah Gaffney joined TEI in 1985, and as Director of Conference Planning has overall logistical responsibility for the Institute’s educational programs. She has worked on TEI’s sponsorship program since its inception, and now works with the executive director on the recruitment and retention of sponsors, and their participation in TEI’s educational programs. She also assists TEI’s chapters and regions on contract matters related to their education and social programs. Finally, Deborah serves as the Institute's Equal Employment Opportunity (EEO) Officer.
Deborah is a graduate of Catholic University of America.
Director of Conference Planning
Michael R. Lowery is the Assistant Director of Conference Planning at TEI. Mike joined the TEI staff in 2007. He is responsible for planning and executing TEI’s conferences, courses and seminars. He is a Certified Meeting Professional (CMP).
He lives in Arlington, Va., with his wife, two sons and their dog.
Assistant Director of Conference Planning
Michelle Singer joined TEI in October 2015, where she is the Conference Planning Coordinator. In that role, she assists with all meeting preparations as well as securing continuing professional education (CPE) credit for TEI programs.
Before Michelle joined TEI, she worked in events for the Washington Nationals. She graduated in May 2014 from the College of Charleston with a B.S. in Hospitality and Tourism Management. Michelle is a native Washingtonian and an avid sports fan. She will either be cheering on the hometown Washington Nationals or rooting for the Pittsburgh Steelers.
Conference Planning Coordinator
Responsible for managing TEI’s membership database (including vendor relationships); overseeing use of technology (including staff training), and resolving website user issues from members and staff. In addition, the IT/Web Services team provides end-user support to the Institute staff to ensure all of their technology needs are met.
Terry Dowdy has over 20 years of experience in Information Technology, with the majority of it in associations. He joined TEI in September 2014 as the Director of Information Technology & Web Services.
A native of Forest, Virginia Terry has been in the Washington DC Metro area since 1997, when he moved here to become the Manager of Systems Development at The Optical Society. Since then, he has held IT leadership roles or consulting positions with a variety of non-profits and not-for-profit organizations, including the Association of Performing Arts Presenters, the National Society of Professional Engineers, Sister Cities International, and the National Archives Foundation.
Terry is very proud of his service in the United States Army, where he served from 1980 to 1988. He was in the Infantry the entire time, serving as an Infantry NCO with the 101st Airborne (Air Assault) Division at Fort Campbell, Kentucky and the 2nd Infantry Division in Tongduchon/Tokari, South Korea, with his last posting as the Operations NCOIC for the United Nations/Eighth US Army Honor Guard in Yongsan Garrison, Seoul, South Korea. While in the Army he earned his degree in Microcomputer Technology. He left the Army as an E-6/Staff Sargent to pursue a career in information technology.
Terry is a big history buff and recently proposed to his fiancée Deborah in a horse drawn carriage on the grounds of Colonial Williamsburg. Once married they intend to make their home together in Montgomery County, Maryland.
Director of Information Technology & Web Services
Matt Rogers grew up in Vienna, Va. He and his five siblings were homeschooled from elementary school through high school.
Matt graduated in 2009 with a B.S. in Management Information Systems from Liberty University. Following graduation, he immediately began working in an IT support role at a small nonprofit organization. In August 2012 he accepted a position at TEI as an Information Technology and Web Support Specialist.
Information Technology & Web Support Specialist
Serve as technical assistants to the President and Standing Committee Chairs (including the committees focused on internal TEI matters such as awards and membership); monitor pending and proposed tax legislation, regulations, and other tax administrative and judicial pronouncements; oversee the preparation of position papers, liaison meeting agendas, and testimony; prepare communications for TEI publications (both print and electronic); and maintain liaison with government representatives. Members of the legal staff are also frequently assigned special projects.
Patrick Evans is the Chief Tax Counsel of TEI. In this role, he serves as the Institute’s lead technical tax adviser, leading a team of three other lawyers and overseeing TEI’s advocacy efforts and initiatives including those related to pending or proposed tax legislation and regulations, treaties, legal judgments and administrative pronouncements.
Prior to joining TEI, Patrick was a Counsel in the Washington, D.C., office of Skadden, Arps, Slate, Meagher & Flom LLP where he advised clients in a wide variety of complex compliance, procedural, transactional, and administrative controversy matters. He joined Skadden Arps upon his graduation with High Honors from George Washington School of Law, where he was elected to Order of the Coif and served as Editor-in-Chief of the George Washington Journal of International Law and Economics. He holds B.B.A. (Accounting) and Master of Taxation degrees from Baylor University.
Chief Tax Counsel
Pilar Mata is a Tax Counsel for TEI. In this role, her responsibilities include supporting the activities of TEI’s State and Local Tax, European Indirect Tax and Canadian Indirect Tax Standing Committees in their advocacy and educational efforts on behalf of the Institute. Pilar joined TEI’s legal staff in February 2015 with more than 14 years of state and local tax experience. Prior to joining TEI, Pilar was Counsel at Sutherland Asbill & Brennan in the firm’s Washington, D.C. office, where she provided her clients with strategic advice on state and local tax matters, and represented them at the audit, administrative, trial and appellate levels. Pilar began her career at Morrison & Foerster in San Francisco.
Pilar earned her J.D. from the University of California at Berkeley School of Law, her M.S. in Finance from San Diego State University and her B.B.A. from the University of San Diego. She is also a certified public accountant.
Benjamin R. Shreck is a Tax Counsel for TEI. In this role, his responsibilities include supporting the activities of TEI’s U.S. International and European Direct Tax Committees in their advocacy and educational efforts on behalf of the Institute. In conjunction with the U.S. International Tax Committee, Ben recently participated in preparing comments for the United States Department of the Treasury and Internal Revenue Service regarding the Foreign Account Tax Compliance Act, revisions to the revenue procedures for advance pricing agreements and requests for competent authority assistance, and items for the Institute’s annual liaison meetings with U.S. government officials. With respect to the Institute’s European Direct Tax Committee, he has been active in submitting comments to the Organisation for Economic Co-Operation and Development regarding its Base Erosion and Profit Shifting project and its work on the transfer pricing aspects of intangible assets and the definition of a permanent establishment under the OECD’s model tax convention, as well as submitting comments to the European Union, United Nations, and the Government of India.
Ben joined the Institute’s legal staff in 2010. Prior to joining the legal staff, Ben was an attorney with the Washington, D.C., offices of Paul, Hastings, Janofsky & Walker LLP, and King & Spalding LLP, where he practiced in the areas of international taxation and the taxation of financial products. Ben received his B.A. in Economics from Stanford University, his J.D. from the University of California, Berkeley School of Law, and his LL.M. in Taxation from Boston University, where he was the valedictorian.
John Schoenecker is a Tax Counsel for TEI. His responsibilities include supporting the activities of TEI’s Federal Tax Committee and Canadian Income Tax Committee in their advocacy and educational efforts on behalf of the Institute. John joined TEI’s legal staff in August 2015 after serving as a Trial Attorney for eight years with the U.S. Department of Justice’s Tax Division where he primarily litigated major civil cases involving the economic-substance and various other common-law tax doctrines. John began his legal career at Reed Smith LLP in Washington, D.C. and, prior to law school, worked as a media planner with the Foote, Cone & Belding advertising agency (now FCB) in Chicago.
John earned his J.D. from the Northwestern University School of Law where he was a member of the Law Review. He earned his B.S. (Journalism) from Northwestern University.
John L. Schoenecker
Working with the other departments within TEI, the Marketing & Communications team coordinates all forward-facing marketing, communications and public relations. Responsible for development and distribution of printed and electronic materials, including The Tax Executive, Membership Roster, Annual Report, and brochures for educational programs. The Marketing team is also responsible for updating TEI's website, and provides support to the chapters in managing the chapter websites.
Lisa Samuels joined TEI as its first Director of Marketing and Communications in February 2013. She is responsible for marketing all of TEI’s educational events, as well as membership and other benefits the institute affords its members. In addition, her team oversees “The Tax Executive” magazine as well as TEI’s online “face,” managing our social media presence, event-specific websites and TEI.org.
Lisa began her career in publication design and production, with a degree in Journalism and Mass Communications from Drake University (Des Moines, IA). Lisa has held several positions throughout her career, including working at two other professional societies. Thanks to some great opportunities along the way, her skillset grew to include marketing and communications. Most recently, she served as the Vice President of Marketing for Seneca One Finance, a privately held factoring company. There, Lisa was responsible for all marketing strategy and implementation for two lines of business, including direct mail, internet marketing, and the company’s list development and management.
When not working, Lisa enjoys her dog Air Jordan (a/k/a A.J.) as well as cooking and knitting. In addition, she volunteers free time at the National Multiple Sclerosis Society’s National Capital Area Chapter.
Director of Marketing and Communications
Christine Hayes Botts designs all forward-facing marketing, as well as produces and distributes printed materials, including The Tax Executive, Membership Roster, Annual Report, MOP, brochures and postcards for educational programs, and more.

Lorelei Bassi joined TEI in April 2015 as the Website and Community Manager. She handles all things web and social media related, ensuring that TEI websites and social media channels are updated and accessible, while tracking usage and trends.
Lorelei started building websites for fun and profit during her college years at the University of Chicago, where she graduated with a degree in Anthropology in 1998. Leaving academia and archaeological digs behind, she embarked on a career in web development and design, and has experienced first-hand the evolution of internet technologies, communication and networking while working for startups and as a contractor for the federal government.
Website and Community Manager
Responsible for developing and implementing an overall strategy for membership recruitment and retention, and overseeing the development and distribution of the Institute’s membership materials and TEI’s regular communications, as well as processing new applications, dues renewals, and chapter rebates; maintaining membership records, and all other aspects of membership. Also responsible for providing other services to the chapters.
Coleman Kane joined the TEI staff in 2008. He oversees all aspects of the Institute’s membership services, including the application and approval process, member records, and member information requests. Coleman is also the primary staff liaison for TEI’s 56 chapters, providing both governance and membership support.
Coleman has nearly 25 years’ experience as an association professional. Prior to joining TEI he served in membership positions with the National Organization on Disability and the American Forest & Paper Association.
A native of Philadelphia, Coleman graduated with a Bachelor of Arts Degree in English from Hobart College, Geneva, N.Y. Interests include local history, choral singing, Nationals Baseball and Boston College sports (“I didn’t go there but my money did.”)
Director of Membership & Chapter Relations
Cathy Flake is the Membership and Chapter Relations Coordinator. Cathy is responsible for developing and implementing an overall strategy for membership recruitment and retention, and overseeing the development and distribution of the Institute’s membership materials, as well as processing new applications and chapter rebates, maintaining membership records, and all other aspects of membership. Cathy also provides other services to the chapters as needed.
